Now that you mention it, I added a 5 (Beginner) for "Website Design" - and that is still likely to be overestimated.
To me, "Website Development" just meant the technical aspects of creating a website - that is PHP and MySQL.

I'm unsure about your about me page. You've put advanced for PHP & Web Development... yet your beginner at HTML, JS, and SQL! All of which are big parts of web development, especially web 2.0. (x)HTML is the foundation of websites. Any chance of explaining a little more?
