Parameters:
param1 Optional; specifies whether the newly created style sheet should be
added as a <link> element (by supplying the style sheet's URL)
or as a <style> element (by supplying the style sheet's rules).
param2 Optional; the index of the newly created style sheet within the
styleSheets collection.
