I prefer Google Chrome + Chrome Developer Tools, Notepad++, and XAMPP (Apache, MySQL, PHP, which relates to other stuff I do) web server stack to serve it locally. YMMV

I gave my (clearly stated) opinion, not a fact. Would you prefer my life story, biography, and past experiences? Your comment does not add any value whatsoever to discussion over "best tools", which can only be opinion-based at best. Please revise. This isn't Wikipedia. – sws Apr 19 at 14:49
