I saw somewhere when you use BSP Quake Map Format with Id Software Official Tools that you need to acquire licensing when you release your game commercially with a map created with Id's own editor Radiant.

Is this the same with open source bsp editor tools like NetRadiant, Trenchbroom and JackHammer?

"Legality" is a misleading word here. There aren't any explicit laws on this; the terms are enforced by private contracts. –  MSalters Jan 14 at 11:30
