Hi,

We already have PEAR - PHP Extension and Application Repository,
designed for sharing libraries as you mention. If you are interested
in this, you should consider contributing to PEAR - see
http://pear.php.net. GSoC projects should be focused on improving
the
PHP language itself, not the website or code written using PHP.
