I am new to programming and I'm trying to learn "Fundamentals of the Python Language for ArcGIS" and then I've been trying to compile an example code but python GUI keeps throwing throwing this error

"Subprocess startup error"

IDLE's subprocess didnt make connection. either IDLE cant start a subprocess or personal firewall software is blocking the connection.

and the second error message

Socket error: No connection could be made because the target machine actively refused it

now I use avast anvirus and I have checked cant seem to find how it may have been blocking the process so I thought maybe someone can help out.
