Settings javascript should move away from our obsolete jquery

There is still a lot of javascript left in https://github.com/nextcloud/server/tree/master/settings/js
+It would be good to either move it to vue (in small steps) or to plain javascript.

No clue. This ticket is 5 years old. But I guess there is stilll plenty of jquery around
