Background
Currently, we can read Ethernet frames with VLAN-tags, but not generate/create ones. We'd like to be able to generate packets with VLAN-tagged Ethernet frames. I guess there's a typo in docs/gsg/build.rst.
In order to test CPU-only version without CUDA installation, it should export NBA_USE_CUDA instead of USE_CUDA.
The Snakefile is written as follows: USE_CUDA = bool(int(os.getenv('NBA_USE_CUDA', 1))).
