Upgrade Golang Lint to 1.30.0

• Erlang/OTP version (if building from source):

Currently we don't have any mechanism to limit the maximum number of clients that could be handled simultaneously.

This feature should be designed properly. Here is some clue: https://redis.io/topics/clients#maximum-number-of-clients

Hermes-management should not allow to remove the topic and its schema when the topic contains any subscription. In that case Hermes-management should return a response with 403 status code and clear message.
