What is the expected enhancement?
Right now, the schedules are only "equal" if their instructions are the same. This means that schedules are "not equal" if one has an extra ShiftPhase(0, chan) or an extra `Delay()

Add Issue tempalte for docs issues

There are now buttons for creating issues from each page of the docs so this is mostly done. The only remaining work is to add a Issue template here and update the "edit this page" links to use that template.
