Redirect errors while starting the database.

For a moment, when starting the database, PostgreSQL writes it's log somewhere other than the log directory...
On windows, this currently ends up in the event log, e.g.

2020-11-20 13:40:22.981 CET [5644] FATAL:  Konfigurationsdatei »C:/Program Files/PostgreSQL/12/data/postgresql.conf« enthält Fehler
