At this moment relu_layer op doesn't allow threshold configuration, and legacy RELU op allows that.
We should add configuration option to relu_layer.

Append class to all HashCodeBuilders in Gaffer for the below issue to minimise hash collisions.

Migrate the tests from DataTypeTest to SqlDataTypeTest.

• DataTypeTestToSqlDataTypeTestConverter (being added in prestosql/presto#6391) may aid the migration.
• ideally the work should be done incrementally (in small steps) to facilitate the review process

How do you want to handle that _impala_signature() call? I can just update this PR for that if you want? Or we can incorporate into one of the other base_sql refactorings (i.e. removing duplicate functionality from base_sqlalchemy
