I was testing emmetio/emmet#632 in VS Code and then realized it didn't expand.

For example:
abbreviation: {test}*5
expected: testtesttesttesttest
actual: [no expansion occurs]

This issue is likely due to us rejecting the abbreviation within our own repo, even though it's valid.

Expected Behavior

An invalid entry to the JumpList does not cause other entries to disappear.

Actual Behavior

A single invalid JumpList entry makes all other entries disappear.

To Reproduce

Currently, the Ctrl+Shift+B shortcut is assigned to focus the note editor. However, when the current layout is viewer-only, it doesn't make sense to focus the editor. Instead it should focus the viewer panel.

I believe this would address at least part of the use case for the broader issued described in #17137.

It's probably a pretty simple change, as we already have tackled this in the "Private Messages" section--you can ask buddy_data and similar code pretty easily to get what you need to render the green/orange circles.
