…MB bias for any selection of glaciers (#1248)

* adapted workflow.match_regional_geodetic_mb for individual glacier selection

* define global task workflow.match_geodetic_mb_for_selection, basically a adapted version of workflow.match_regional_geodetic_mb for an arbitrary glacier selection

* match_geodetic_mb_for_selection now calculates the MB shift using only glaciers with available OGGM mb and available geodetic measurements; added the possibility to use custom geodetic measurements by providing a file path

* Some edits and change of reference file

* Add what's new

OGGM is a modular open source model for glacier dynamics

OGGM is able to simulate past and future mass-balance, volume and geometry of (almost) any glacier in the world, in a fully automated and extensible workflow.

The model accounts for glacier geometry (including contributory branches) and includes an explicit ice dynamics module. We rely exclusively on publicly available data for calibration and validation. OGGM is modular and supports novel modelling workflows: it LOVES to be remixed and reused!
