While the app does have an icon, never in the app itself is it used. this would be a great thing to fix in the future.

With all the state data being loaded now, we have now way to get to the "create district" page. we need to add this button to both the US map and the State overview page so users who just want to create a district from scratch can do that.

The Question or Assignment model needs to be updated with a new field base_code.
Used by Moss for ignoring student submissions which match with it.
