When loading the page in Safari, the theme-color being black causes the browser menu to be black as well.

Updating theme-color to match the header color will cause the browser to match as well.

I think we should move towards a hydrological approach instead of the "cost route" algorithm we are currently using.

Chhota Shigri is a good example of things going wrong.

All models that are currently implemented in python have some paces where those models need to be updated. This is a catch-all ticket for all of these models.

Every year - PD goes through and determines new estimates of things. The models are all updated with the new estimates.
This ticket requests that all the old models have the most recent data.
