Describe the bug

If the "system_message" variable is stored in the /usr/local/submitty/config/submitty.json file, that value is lost when CONFIGURE_SUBMITTY.sh is run.

When the language switcher is changed from English, the text inside the login and register buttons wrap to a new line:

When creating Non-Course Schedule items, the select-able time ranges should be in increments of 5 (or at least 15) minutes, not half hours. Having them change by halves is inconvenient for the current structure of RIT's courses, as well as does not reflect the more specific times that non-courses could start and end at.
