Updated the service connection and reverted the arcade sdk

I did a few tests -> https://dev.azure.com/dnceng/internal/_build/results?buildId=1787003&view=results, restore internal tools worked but it failed in some other place. So I merged main and retried -> https://dev.azure.com/dnceng/internal/_build/results?buildId=1787416&view=results

Since dotnet-core-internal-tooling and devdiv/dotnet-core-internal-tooling service connections point to the same feed and we already use devdiv/dotnet-core-internal-tooling in other repos, I think we can decommission dotnet-core-internal-tooling
