Today the user needs to deploy udf jars and reference data csvs manually to the blob location

Enable the user to choose a file on a local disk which the web portal will then upload to the right location

Works in Safari, Chrome for Mac, Chrome for PC, Edge, but not IE version 11.192.16299.0 on Windows 10

GitHub removed the option to clone a private repo using the password. We can use PAT or even better SSH public/private keys.

The Streams Scheduler Cpu log line emits a coarse record of all time usage.

It should also record and emit the time the Scheduler spends doing Thread.Sleep.

Probably also applicable to the Parallel Scheduler. Deprecating, see #116
