https://www.contributor-covenant.org/translations/
Create a CODE_OF_CONDUCT.md file for each of these and then put them in the docs folder under the appropriate language.
Move the current CODE_OF_CONDUCT.md file to /docs/en/ and change any links/references to it in other docs.
