[Bug]: Contacts & Photos missing

Bug description

Never really used maps before, so maybe i am missing something but:

I have around 140k photos (all accessible via the photos app) with EXIF lat/lon data but i can't see any locations for them in maps

Same with my ~800 contacts, many of them have correct address data but none of them show up in maps

the photos part might be possible duplicate of #873
doing a maps:scan-photos right now, (although if i understand it right, it should have already done that via background-job? this setup has been running like this for weeks )

Update, scan finished. Still no photos showing up on sidebar or map

Oh hey, photos started showing up a few minutes after manual scan, although performance is terrible and makes the map unusable (<1fps) with only a few thousand photos so far. so that part would be a duplicate of #865

But still no contacts.

When I run occ maps:scan-photos I get
PHP Fatal error: Allowed memory size of 134217728 bytes exhausted (tried to allocate 4096 bytes) in /mynextcloud/lib/private/Files/View.php on line 1491
The installation is on a web share. More memory is not possible.

I can scan for my ca. 32.000 photos using occ maps:scan-photos with no issue at all. The app shows me that I have 99+ photos but I cannot get their markers on the map. I cannot open the "photos" folder. (probably this is intended)

After 10 minutes some 90-100 photos appear randomly over the world at places where I took them. After reload they are gone and do not appear again until they want to.

My contacts and photos mysteriously disappeared too! They had been appearing nicely before. I've been looking at the 'maps' related tables. I can see one for geo locations but can't see any for contacts. I'm presuming that 'maps' gets its contacts data from a vcard file but don't see how that gets reloaded/updated. If I had this information I think I could move forward with my problem? However, I've no idea why the photos disappeared.

It would also be helpful to restrict the photos scan to a particular directory perhaps if this would have a useful effect on processing load. For example, I have many photos, yes more than 99, but few of these have geo co-ordinates in their exif data

The photo scan command should only be executed once.
It clears the photo table, which would explain disappearing photos.
For newly added photos the filesystem is monitored.

The contacta are loaded on request from DAV. There is an address table caching the coordinates of an address.
