I'm not quite sure if PM spam is all that popular, during my time on various forums I have never got a spam msg in the form of a PM. In any case I'd clearly state that somewhere on the page when sending a PM as your interpretation of a private msg could be different to somebody else.
For instance vBulletin don't provide functionality to administer PM's from their admin control panel. view content commented on

I don't think Spam will be an issue just yet. You're registration process is quite different so it may take a bit of time before spam actually becomes an issue. For now I'd relax those rules and probably appoint a moderator, unless it will require more coding and planning then soft delete. view content commented on
What I'd suggest is a little formula.
If a threshold is reached by doing (total_active_users_from_last_x_days / total_reported). Once it reaches 20% or so the comment/topic's contents will automatically be hidden. A user can still see the comment/topic if they choose to press 'show_comment'. Think of it as a soft delete.

really cool so far. Just a suggestion, on this page just above the comment box i see 'you're the moderator of these comments'. I don't think that should be showing, unless i haven't understood its purpose. view content commented on- View All Comments
